Our Mission


The SEA Forum’s mission is to raise the standard of supported exempt accommodation across Birmingham, and part of achieving this mission is the adoption of SEAQAS and COR Accreditation.

The SEA Forum’s principles are drawn from Birmingham City Council’s Charter of Rights for Residents of Supported Exempt Accommodation: Guidance For Providers and Landlords.

The COR charter is a guide for providers of non-commissioned exempt accommodation operating within Birmingham. It also sets out resident rights and has been designed to help accommodation providers understand and work with the Residents’ Charter of Rights.

The Charter provides a five-point rights-based framework for residents.

  1. A right to feel safe and protected
  2. A right to decent living conditions
  3. A right to clear information on your support entitlement
  4. A right to security of property
  5. A right to seek advice and assistance, and to challenge

The SEA Forum
Our Member’s Ten Core Principles

The SEA Forum’s members have adopted Ten Core Principles that embed the Charter’s ambitions within their management and practices - whilst still respecting their individual values and principles.

The principles are not rigid rules, as there is no ‘one size fits all solution’ for the complexity of supported housing – but a recognition that residents have fundamental rights that must be respected and upheld.

Safe & Secure

Resident living environments should be safe, secure, and well-managed, and promote good health and wellbeing.

Positive Progression

Accommodation should be a stepping stone for residents to progress their lives and improve their housing situations.

Local Integration

Residents should be supported to integrate into their accommodation and communities.

Open & Fair

Interaction and engagement with residents should be fair, open, and transparent.

Learn & Share

Residents should benefit from the sector learning constructively from our work.

Partnership & Collaboration

Residents should benefit from the sector learning constructively from our work.

Clear Communication

Residents should have clear channels of communication, be included in decisions that affect them, and be regularly consulted about their housing and support needs.

Complaints & Feedback

There should be effective and clear mechanisms for handling resident complaints and feedback.

Privacy & Confidentiality

We will respect and uphold our residents’ rights to privacy and confidentiality.

Accessible Information

Residents should be provided with clear and accessible information, including on request, in formats that cater for a variety of language and literacy needs.
